Reinstalling Fenders and Inner Fenders on a 65 Gran Sport

It has been too many years to since I removed the inner and outer fenders.  After a struggle both doors are back in place in good position after hinge repair. The core support is also in place.  I have the bolts and spacers for the fenders numbered by position and in a bag.  I have a bag of inner fender well bolts and parts. I have some questions for those that have reinstalled these:

Do I need to take the wheel off for the install?
Do I bolt the inner fender to the outer fender before installing? 
Do I bolt the inner fender in place loosely and then bolt on the outer fender? 

I can not remember how it came apart, and i am unsure of the order in which it goes back together. I want to do this with the least amount of scratching or damage as most everything is painted.  Please provide some advise if you can!

It can be done a couple different ways. I think I would make sure my hood bumpers are in place before installing fenders. It is hard to get them in with fenders on. Snug up core support enough that it is not bouncing around and install fender and inner fender together or just outer fender then inner?.either way you want front high and tires off. I prefer to put fender on carpet and completely install inner and tighten it to wheelhouse. You need someone guiding core support and door end at same time and put good masking tape on door and fender edges. Make sure you are happy with door adjustment before you do anything with fenders. They are no fun adjusting later and nearly impossible to work on without scratching. Make sure all your 3/8 holes are tapped and clean?especially the lower cowl.

Thanks. I will be sure to install the hood bumpers. I had some door pictures from before and they are very close to where they were. I like the gaps at the bottom of the doors and between the doors and rear fenders. I also like where the in and outs are set and how the lines are close everywhere. We will see how well the doors line up with the fenders. I can always take the fender back off and joust with the doors if needed. I have lots of tape!

I also saw where someone said they put the inner fenders in place then slid the outer fender in place using a sheet between them. Does that make sense?

 I like to find a good quality automotive tape like 3M because I put on two or three layers and cheap tape can be too much grief to take off. Core support won?t be tightened until hood is fit but you can get it pretty close just X measuring the hole. Same with cowl panel because you can?t adjust it until hood is fitting correctly.
