Needing some advice , I have my dash out for painting and wondering if replacing the dash circuit is needed, I have no way of testing my dash connections , wondering if other owners have had issues with older wiring ?

I have had several apart and have found them to be noticeably burnt if there is a problem. I have also bought replacements and have not seen any that were not inferior to oem. I would say if it is clean with no discoloration I would use the original over a repop. You can also leave it loose just to check everything before installing all the trim.
