You had me laughing again....but sometimes we get off track of the original post. I must admit that I had not read all your link to the HAMB . Firstly, I may have taken your hoodless topic a little out of context. Our cars skylarks,gtos,whatever....could probably be legally ticketed if someone wanted(how bored is their world)to give a reason for pulling us over for oem panels. As far as a "Hot Rod" in Michigan goes....I would build it,get an assembled title,get an inspection,and drive it. We have dune buggies,street rods,custom bikes,etc....that are put together and pass a safety inspection before hitting the road. I can guarantee that a lot of them do not have fenders. Most laws pertain to cars manufactured here,not necessarily built by the owner. Not sure if that info does anyone any good in other states.
