Odds are that you are running into a problem with your browser somehow using the wrong convention for the character set. On this page is a list of some of the available character sets and the differences between them:
https://www.w3schools.com/html/html_charset.aspOne common problem is that single quote characters come in actually 3 flavors. What you will find on your keyboard is a single vertical bar like this:
'However, your examples have quotes that serve to wrap around the text like this:
‘ . . . ’The same applies to double quotes. Are the codes you are seeing looking like this:
' or perhaps this:
