Correct finish for metal bracket for rear brake hose

What is the correct finish for the metal bracket, that attaches to the top bolt of the 3rd member cover and the brass block for the rear hose attaches. is it just black paint,  phosphate gray or black, or raw steel. Thanks Bill.
