No picture there of where it goes on a 65 GS, I'll try my manual again?

Those were used to hold the positive battery cable for the Skylark and Special models. There were two used. one on the passenger inner fender and the other on the passenger side of the frame. I have found them on the Gran Sport in the same places.

Thanks Loren. It was in the bag marked inner fender, but I removed those parts 20 years ago. I looked at picture after picture of the under hood of 65 Gran Sports for sale. I just could not find any pictures showing it. I will probably leave it off.
