Title: The NOAA winter outlook for 2022-23

Dear mid-60s Buick caregivers who have to deal with winter,

Alas, it doesn't seem that current science is up to the task of long-term climate forecasts.  Still, the National Oceanic and Atmospheric Administration tries anyway.  They have released their outlook for this upcoming winter:

Of course Caveat Emptor, but perhaps of some use in planning on how to cope with the upcoming season.
