Title: anyone know what this part is for

So I took the tail lights out of this parts car tonight and this piece was wedged between the tail light and clamp  ( bracket ).
Is it suppose to be there ? 
As you can see by the corrosion on the tail light housing it was there a long time .

And I know it was hot out today and I haven,t been drinking .

Is it rubber ? If so it may be for the bumper jack. To quiet down any rattles.

Not sure what it is but I've seen it before. I think it belongs where you found it. Is there one on each side?

No its not rubber , its metal and it was only one the right side .
whatever it is it was laying there for a long time .
