Title: loose tilt column

Looking for a little help
The tilt column in my 65 is loose above the pivot point, the release lever works fine and the column locks into the different positions but its not solid in place. the assembly manual lists a specific tool to get the upper column apart.  I tried to get in there but just don't have the right tools/experience to do it, don't want to do damage.
The car runs and drives great, slowly fixing the small things since getting it going after its long storage in a Georgia garage. Any ideas would be appreciated
