Had several discussions this past weekend about year of manufacture plates in MN. This is posted currently on the DMV website:
"Original Minnesota plates for any collector vehicle OR vehicle 20 years old or older. Original MN plates must: Be actual MN license plates that you have purchased privately. Match the year your vehicle was made; EITHER the license plate year or validation sticker year can match. Have an original license plate number."

My experience getting YOM plates registered & title changed to my 69 Bel Air 3 years ago tells me that the location you visit and the knowledge of the public employees at that location
can will determine your success. Call first and shop around. Of the two I visited, Inver Grove Heights was useless; Rosemount DMV knew exactly what to do.
