The seller is probably a haggler, influenced by watching too much RR from Gas Monkey Garage......figures he'll ask $30k for a $15k car and see where it goes...

Nice looking car, but what's with those red valve covers?

Right , I figured mine is worth mid 20's mostly stock minus disc brakes , 15 " rallies with red lines , converted radio few other smalls .

Now remember, we're supposed to keep these cars a secret, so don't be trying to increase their value 

Yet another non-A/C car with a fan shroud.  No wonder I can't find one for my A/C conversion.
