Frame question

This looks like something added on to the frame, maybe a muffler hanger? Does anyone know if this is stock? There's one on each side.

George the factory ones have a tab and a bolt that screws into the frame with a hanger and elliptical bracket where the tailpipe clamp goes! I will try and post a picture of the correct one! I got mine from Ames Pontiac!
